Kingstree native, Karl McCottry has been appointed the new Deputy Secretary for Finance and Administration for the SC Department of Transportation (SCDOT).
McCottry has been serving as the Director of Human Resources at the SCDOT for the last seven years. He served as Assistant Director of Human Resources at SCDOT from August 2012 to December 2016 and has over 30 years of experience in South Carolina State Government. He also has public and private sector experience including Human Resource Management, Facilities Management, Customer Service Delivery and over 12 years of experience in Commercial and Retail Banking.
McCottry is responsible for implementing human resources strategies in benefits administration, classification and compensation, employee development, employee and labor relations, employee recognition, employee recruitment and retention, human capital management, payroll administration, SCEIS data management and workers’ compensation. McCottry graduated from many of the premiere leadership development programs in state government including The Governor’s EXCEL Program, Certified Public Manager, Executive Institute and the Budget and Control Board’s Leadership Program.
McCottry is a 1980 graduate of Morgan State University in Baltimore, Maryland with a Bachelor of Science in Business Administration. He lives in Irmo with his wife Elisha, and he has two children, a son Maurice, and a daughter Trezure, and three grandchildren. Karl is a member of I.D. Newman United Methodist Church.
